§ 157.06 ADDITIONAL LANDSCAPING AND SCREENING REQUIREMENTS.
   (A)   Solid waste dumpsters, recycling receptacles and refuse areas. Solid waste dumpsters, recycling receptacles, refuse areas and other like uses where refuse or recycling materials are stored outside shall be screened from view from off site by constructing a minimum six-foot high masonry enclosure or some other method of screening acceptable to the city. The masonry wall must be constructed of a permanent, low maintenance finish such as patterned concrete, rock-salted concrete, split face or ribbed concrete, stone, brick, or tile. Stucco and raw concrete are not acceptable finishes. Gates necessary to access the refuse area shall be minimum of six foot high and may be constructed of wood. Groundcover at least three feet tall at time of planting must be provided around the dumpster enclosure.
   (B)   Loading areas, shipping docks, and/or freight transfer areas. Loading areas, shipping docks, and/or freight transfer areas and like uses must be located along building sides which are not adjacent to Rinehart Road, C.R. 46A, Lake Mary Boulevard and/or Lake Emma Road. If loading areas, shipping docks, and/or freight transfer areas and like uses are located along a building side that is visible from Interstate 4, the buffer width and the landscaping shall be twice that normally required, with the majority of the plantings located so as to screen the loading area from the interstate. The city may require additional plantings may be required to completely mask the area.
   (C)   Mechanical equipment. Mechanical equipment and appurtenances such as air conditioner units, ventilation equipment, refrigeration systems, heating units, incinerator units, and satellite dishes must be screened so that they are not visible from any abutting public right-of-way, including roof-top equipment. The point within the right-of-way at which visibility shall be determined shall be six feet above the intersection or intersections of the centerline of the abutting right(s)-of-way and the extended side property line(s) of the subject site. Properties designated on the official zoning map as M-1A or M-2A are exempt from this requirement unless said properties fall within the Rinehart Road Corridor Overlay Development District or are adjacent to a residential district not separated by a right-of-way. The screen shall consist of a solid wall, facade, parapet, or other similar screening material which is architecturally compatible and consistent with the associated building. If landscaping is utilized the planting must be as high as the mechanical units upon planting.
