§ 3. MICRO ELEMENTS.
Information provided in the Micro Elements section addresses specific issues related to the design of roadways, driveways, alleys, cross-access easements, and the like. It differs in approach from the Macro Elements section in that it does not provide the same flexibility in interpretation. The elements are specific in nature and can only be modified by city approval of a variance request.
   (A)   Streets, drives, and parking. Design details regarding the roadway elements of a site development have been compiled and documented in Appendix A and Appendix B of the city land development code. Reproduction of these regulations are made a part of this document in Appendix A. They will serve as the principal guidelines for street, driveway, cross-access easement, and parking design. As the need arises, the guidelines can be expanded to include new requirements through modification of this document or the land development code.
   (B)   Lake Mary Boulevard guidelines. Lake Mary Boulevard functions as the major arterial serving this city and the surrounding area by providing direct connections to Interstate 4 and US 17/92. Though the roadway is classified as an arterial and serves this function, it does not presently meet the design standards required to provide the Level of Service of an arterial. Upgrading this roadway is programmed into Seminole County's Transportation Management Plan and will become an active project in the near future. The city, through the adoption of the land development code, the updated land use plan, and the transportation guidelines, has established guidelines for developers and city staff to use in evaluating planned improvements along Lake Mary Boulevard. Reference is also made to Section V and Appendix B of the Transportation Guidelines regarding the recommendations of the Lake Mary Boulevard Corridor Study. The recommendations of the study are a part of these guidelines and will also be used by developers and city staff in evaluating planned improvements along Lake Mary Boulevard.
