(A) If any person is aggrieved by a decision of the designated representative with reference to this appendix, that person may request a hearing before the City Commissioners.
(B) If any person is aggrieved by a decision of the City Commissioners with reference to this appendix, the aggrieved person may, within 30 days from the date of the disputed decision, request a rehearing before it. If the request for rehearing is denied by the Commission, then the aggrieved person may appeal as otherwise provided in general law.
