It shall be unlawful for any independent contractor, independent subcontractor, independent trucking concern, or their employees or agents, to haul or transport any materials resulting from the operation of a borrow pit or borrow area until the contractor has received a copy of the permit issued in accordance with this appendix from the owner of the property where the borrow pit or borrow area is being operated.
