As a condition for the granting of a permit to operate a borrow pit or borrow area, the City Commissioners may require the applicant to post a surety bond guaranteeing that it will correct any damage that may occur to public streets or roads to the environment, and to assure that the excavation and reclamation will be made as specified by the Commission at the time the application was approved. The bond shall be in the amount of not less than $1,000, nor more than $.30 per cubic yard of total area approved for excavation.
