§ 4 ISSUANCE OF PERMIT.

Based upon their findings, the City Commissioners, or their designated representative, shall either grant or deny a permit for the operation of a borrow pit or borrow area, and may place such reasonable restrictions and conditions upon the granting of the permit as shall be necessary to protect the rights and interests of the public.
