In granting or denying a permit for the operation of a borrow pit or borrow area, the City Commissioners shall consider all adverse effects on any sanitary, storm, or other drainage system; any possible damage to public streets or roads; the creation of a traffic or other hazard; the effect of the project upon the public health, safety, comfort, good order, appearance, prosperity, and general welfare; and any other applicable criteria.
