§ 1 DESIGN REQUIREMENTS.
   (A)   Central water and sewer systems shall be designed and constructed for an economic life of not less than 20 years, and in general accordance with the fire protection requirements of the Insurance Services Office when not in conflict with the requirements of this section. As a minimum standard, the distribution system shall be capable of delivering, in addition to domestic requirements at a residual pressure of not less than 20 pounds per square inch, fire flows of at least 500 gallons per minute for areas or development containing one or two family dwelling units where a dwelling unit is 2,500 square feet or less; of at least 1,000 gallons per minute for areas or development containing one or two family dwelling units where dwelling units exceed 2,500 square feet; and a minimum of l,250 to 2,000 gallons per minute, depending on the size, hazard, and nature of the area, structures, and contents as determined by the city, in areas containing multi-family dwelling units, industrial, commercial, and institutional areas.
   (B)   The cost of hydrant installation and the first year's hydrant rental shall be paid by the developer. All pressures and fire flows shall meet the requirements of the Fire Department in accordance with standard fire flow requirements.
      (1)   Fire hydrants shall be connected to mains no less than six inches in diameter for areas or development containing one or two family dwelling units and no less than eight inches in areas or development containing multi-family dwelling units, commercial, institutional or industrial uses. The city may require larger diameter mains for long lines that are not connected to other mains at intervals close enough for proper mutual support, or as may be required to provide the fire flows and residual pressures specified.
      (2)   Fire hydrants in areas or development containing multi-family dwelling units, commercial, institutional or industrial uses shall be spaced no further than 500 feet apart. All portions of a structure shall be within 250 feet of a hydrant, as the fire apparatus lays hose. Additional hydrants may be required as determined by the Fire Department. Buildings equipped with an automatic sprinkler system, with a fire department connection (FDC), are required to have a minimum of two fire hydrants, one of which must be located within 40 feet of the FDC.
      (3)   In areas or development containing one or two family dwelling units, hydrants shall be spaced every 1,000 feet and placed on the lot lines, or as otherwise specified by the Fire Department.
      (4)   It shall be required that all be valved in accordance with the most recent requirements of the Insurance Services Office grading schedule for water support.
      (5)   Sufficient storage, emergency pumping facilities, duplicate facilities, and auxiliary power shall be provided to such an extent that there is a minimum period of four hours in single-family residential areas and six to eight hours in other more highly-developed areas.
   (C)   The requirements for fire hydrants may be waived temporarily in areas where adequate mains are not available and the city determines that it is not feasible to have them provided; but in those cases the developer must place in escrow an amount equal to the cost of the hydrants plus an additional 25% to provide for their connection as soon as adequate mains become available, and the funds may be used for no other purpose. In addition, an alternate fire protection water supply must be provided by the developer.
   (D)   Where reasonably possible, water mains shall be looped on the minimum fire main size required for the area in order to provide mutual support. The distance between fire hydrants shall be measured along the road right-of-way, and shall not be measured across private property not designated and used as rights-of-way. The location of all fire hydrants shall be subject to prior approval of the Fire Chief of the city. All water mains shall have 30-inch minimum coverage. Minimum coverage may be greater for fire line to comply with NFPA 24.
