Under extreme conditions with specific applications the following guidelines may be altered to meet certain conditions that are beyond the control of the developer and provided such deviations or alterations are acceptable to the city. Final decisions concerning variances and amendments shall be made by the City Commission upon recommendation of the Water Department.
