(A) Any person who desires to create, expand, own, or operate an effluent disposal system on public or private lands within the city shall submit a plan, satisfactory to the city, for such effluent disposal system and obtain a permit from the city prior to beginning construction.
(B) Any person who submits a plan for development within the city after the effective date of §§ 35 through 44 of this appendix shall submit as part of any development plan, a plan, satisfactory to the city, and obtain a permit from the city, for the disposal of effluent generated as a result of the proposed development.
