Parking spaces at the perimeters of the parking lots shall be provided with permanent curbs, bumpers, wheel stops, or similar devices sufficient to ensure that parked vehicles do not overhang sidewalks, landscaped areas, or other areas outside the parking lot, nor come in contact with walls, fences, or buildings. The city may also require such devices in other locations where necessary to protect planting, structures, or other areas from vehicular encroachment.
