§ 22 VARIANCES.
   (A)   The City Commission may grant variances from the provisions of this regulation, which will not be contrary to the public interest where, owing to special conditions, it finds a literal enforcement of these provisions would result in unnecessary hardship.
   (B)   The City Engineer shall be authorized to approve variances to § 10(B) for distance separation from the point of curvature of the corner radius for curb cuts or driveways on low traffic volume local streets in single-family residential developments. In no event shall the distance separation be reduced by more than 15 feet. Each requested variance from the distance separation requirements shall be evaluated considering street frontages, safety and location on a case-by-case basis.
