§ 1. GENERAL.
   (A)   The character, width, grade, and location of all streets and bridges shall conform to the standards in this appendix, and shall be considered in their relation to existing and planned streets, to topographical conditions, to public convenience and safety, and in their appropriate relation to the proposed uses of the land to be served by the streets. Whenever not modified by these standards, the guidelines of the "Manual of Uniform Minimum Standards for Design, Construction, and Maintenance for Streets and Highways, State of Florida, Current Edition" (Green Book), referred to therein shall be the minimum acceptable standards.
   (B)   The transportation guidelines of the city, as adopted December 21, 1989 by Resolution No. 343 of the City Commission, are hereby made part of and are to be considered incorporated into this chapter.
   (C)   Streets shall also be arranged in accordance with the following criteria.
      (1)   Conform with the Orlando Urban Area Transportation Study Plan or other such plans as may be determined applicable by the city.
      (2)   Be integrated with the street system of the surrounding area in a manner which is not detrimental to existing neighborhoods.
      (3)   Be such that the use of local streets by through traffic is discouraged.
      (4)   Facilitate and coordinate with the desirable future development of adjoining property of a similar character, and provide for local circulation and convenient access to neighborhood facilities.
