These regulations shall take effect upon adoption by the City Commission. Subdivisions for which preliminary or final plans or plats have been approved prior to the effective date may be developed and completed according to the pre-existing requirements for subdivisions. However, preliminary or final subdivision plans or plats which are approved prior to the effective date shall not be substantially amended or changed after the effective date, except to conform with the regulations established herein.
