(A) Central wastewater systems.
(1) The development of new wastewater facilities and mains, and the expansion of existing wastewater systems, shall be designed by the project engineer in accordance with all applicable state and local criteria.
(2) Central wastewater systems shall be designed to satisfy the domestic sewage requirements for the area, and shall be designed and constructed for an economic life of not less than 50 years. The city shall have the right of final review approval and inspection of all central wastewater systems.
(B) Individual wastewater disposal systems. All individual wastewater disposal systems are subject to the approval of the city and other regulatory agencies. Individual wastewater systems, which serve only one lot, may be permitted when the requirements for a central wastewater system are waived under one of the following conditions, and the following criteria can be met:
(1) The maximum flow into septic tanks shall be 1,500 gallons per acre per day on lots without central water, and 2,500 gallons per acre per day on lots which have a central water system
(2) Lot size requirements shall be in accordance with the zoning regulations, but never less than:
(a) One-unit residential structure:
1. Private well and septic tank, 21,780 square feet.
2. Central water and septic tank.
a. With swale drainage, 10,890 square feet.
b. With closed drainage, four lots per net acre excluding roads, retention pond tracts, natural water bodies below the normal high water elevation, fresh water swamps, conservation and recreation areas, and landscape buffers and green belts where those areas are in separate tracts.
(b) Two-unit residential structure:
1. Private well and septic tank, 21,780 square feet.
2. Central water and septic tank, 10,890 square feet.
(c) Three- and four-unit residential structure:
1. Private well and septic tank, not allowed.
2. Central water and septic tank.
a. Three-unit, 13,615 square feet.
b. Four-unit, 16,355 square feet.
(d) Five or more units residential structure: Must have central water and sewer.
(e) Commercial/industrial.
1. Private well and septic tank, 21,780 square feet, provided sufficient water storage capacity is provided for fire protection.
2. Central water and septic tank, 10,890 square feet.
(f) Lakefront lots, 43,560 square feet (septic tanks with either private well or central water).
(3) Septic tanks, drainfields, and drainfield expansion areas shall be located at least 150 feet from the mean high water elevation of all natural water bodies, and 75 feet from all other surface waters. In addition, septic tanks, drainfields, and drainfield expansion areas shall meet minimum setback requirements as set forth in Ch. 160 from public water supply wells, and no less than 75 feet from private water wells. In no case shall septic tanks or drainfields be located in rights-of-way or easements.
(4) Individual wastewater systems, as a minimum requirement, shall have the invert of the septic tank effluent opening constructed at the highest elevation of the following criteria:
(a) One and one-half feet above the 100-year flood elevation.
(b) Three feet above the elevation of the normal wet season water table.
