§ 2 ANCHOR SPECIFICATIONS.
   To secure approval of their products, such as anchors, components, and the like, each anchor manufacturer must submit to the State Department of Highway Safety and Motor Vehicles, Division of Motor Vehicles, the following data.
   (A)   Detailed drawings of each type of anchor submitted for approval. Each model shall show model identification, all dimensions, type welds or fastening, type of steel or material, and method of securing strap. Each drawing shall bear the seal of an engineer registered in the state of the anchor manufacturer, or the State of Florida.
   (B)   Each model must be tested and certified to destruction by a recognized independent testing laboratory in the state. The report shall show the point of failure and the force required. The force shall be at least 7,125 pounds.
   (C)   Each anchor model shall be tested with strap or cable, connected to the anchor head connecting device. Failure shall not be less than 4,750 pounds.
   (D)   Each model must be field tested and certified for holding power by an independent testing laboratory recognized by the state. All field tests shall be conducted in the state. The lab report shall show the following.
      (1)   Model tested as described by engineering drawings.
      (2)   Method of installation.
      (3)   Date of installation.
      (4)   Date of pull-out test.
      (5)   Soil profile description.
      (6)   Location of field test.
      (7)   Test equipment used.
      (8)   Pounds of force exerted and resultant uplift in inches of anchor. Holding power shall be tested to be at least 4,750 pounds in medium density soil.
      (9)   Failure point of anchor.
   (E)   Should any change in construction or material be made in a model, approval of that model is withdrawn. The revised model must be completely resubmitted for approval as previously outlined.
   (F)   The anchor manufacturer shall furnish and ship with each anchor, information as to what types of soil the anchor has been tested and certified to be installed in, and instructions as to the method of installation of anchors and components.
   (G)   Model numbers shall be permanently marked on the head or top of each anchor, so that it is readily visible after installation of the anchor. Also, all components must be clearly marked.
