(A) All blocking and tie-down standards must be installed and comply with the Division of Motor Vehicles Regulation Chapter 15C-1.10, as it now exists or as it may be renumbered or amended, which is hereby adopted as the minimum blocking and tie-down standards of the city, and is set out in full in the appendix following this chapter.
(B) All mobile homes or travel trailers in a RM-2 or other zoning designation as approved by the City Council from time to time, must have a four-inch concrete slab under the entire mobile home.
(C) All mobile homes and travel trailers must be permanently skirted to prevent weed and trash accumulations.
(D) Each mobile home or travel trailer shall be provided with a minimum of three sets of tie-downs as described herein.
(1) Ties shall be made of no less than 1-1/4 inch by 35/1000-inch galvanized steel turnbuckles connected to ground anchors, with no less than 3/8-inch galvanized wire rope, 1/4-inch aircraft cable, or equal, in good condition and without weakening defects. The first over-the-roof and frame tie points must be within 24 inches or at the first stud and truss from each end. There shall be no less than one tie-down for each 12 feet of trailer length, up to 60 feet in length, with a minimum of three regardless of length. All trailers or mobile homes exceeding 60 feet in length shall have a minimum of seven tie-downs per side. Where, due to the passage of time or wear and use, any tie or wire rope component becomes defective, it shall be replaced within ten days of discovery of the defect.
(2) No less than three of the required tie-downs shall pass over the trailer or mobile home. If only three are used, two of these will be at the front and rear of the unit. Tie-downs passing over the coach shall be reinforced at points of contact with the unit so that the cable cannot cause cutting damage thereto. Other required tie-downs may be fastened to the frame of the unit.
(3) All frame tie-downs shall be secured to the main steel beam that runs the length of the home.
(4) Double-wides shall have frame ties installed within 24 inches of each end and at intervals.
(5) The following are permitted exceptions.
(a) Mobile homes having a permanent type structure adequate to provide structural rigidity and stability, meeting the design loads for hurricane zones as specified in the ANSI A119.l standards, of 25 pounds horizontal and 15 pounds uplift, or which meet local building codes, and extend a minimum of two-thirds of the length of the mobile home to which it is attached, shall be deemed to have complied with the tie-down standards.
(b) Mobile homes of a model year prior to 1971 may be exempt from over-the-roof ties, except for a minimum of one at each end of the mobile home. Frame ties shall be provided as per regulations.
(c) Mobile homes having a concrete slab, the top of which is vertically within 12 inches or less of the bottom of the floor of the mobile home, and where the bottom of the floor is within 16 inches or less off the ground, will be exempt from having a frame tie, or ties, installed in this area only. The end frame ties however, shall not be exempt.
(E) The Division of Motor Vehicles Regulations Chapter 15C-1.10 as it now exists or as it may be amended or renumbered is adopted as the minimum blocking anchor and tie-down standards of the city and is set out in full in the appendix following this chapter.
