§ 153.03 LOCATION.
   (A)   All automobile trailers occupied by human beings for living quarters in the city shall be parked in a regularly licensed trailer park or areas appropriately zoned for trailers. Automobile trailers may be parked elsewhere for a period of not longer than three weeks if the owner or party desiring to occupy it obtains from the City Council a permit for three weeks' parking.

   (B)   No mobile home or travel trailer may be placed in a residential or commercially zoned area. However, mobile homes or travel trailers may be placed in a commercially zoned area where there exists a dealership established for the primary purpose of selling mobile homes or travel trailers at retail.
   (C)   Mobile homes or travel trailers may be placed in an agricultural zoned area, provided the parcel of property it is placed on is equal to or exceeds ten acres in size and provided that mobile home or travel trailer is used exclusively for related agricultural purposes.
   (D)   Mobile homes or travel trailers may be placed in a district zoned for their use and classified as RM-2 or any other designation established by the City Council. All mobile homes and travel trailers located in residential, commercial, or agricultural zoning classifications as of August, 1973 are considered nonconforming uses, and once removed from their present location, must comply with divisions (B) and (C) above. All mobile homes and travel trailers currently existing within the city must comply with all other sections of this chapter. Mobile homes or travel trailers, to be used temporarily as an office on any construction site may be placed there for the duration of the construction period and must be removed immediately upon the completion of construction.
   (E)   No person, firm, partnership, or corporation, including, but not limited to mobile home dealers or travel trailer dealers or movers, responsible for the relocation or installation of any mobile home or travel trailer subject to this chapter, shall relocate or install any mobile home or travel trailer until the person has obtained from the Building and Zoning Department of the city a written statement or permit indicating that the location where the mobile home or travel trailer is to be placed is properly zoned or permitted for a mobile home or travel trailer.
