Impact fees are levied on new construction within the city limits in accordance with the schedule of impact fees and other provisions of this subchapter, for the purpose of helping to defray the cost of new or expanded police, fire, public works, and parks and recreational capital facilities and equipment attributable to new construction within the city limits, and the cost of those impact fee development studies deemed necessary by the City Commission and which are conducted by a professional agency or corporation contracted by the City Commission.
