No licensee may change the name of an adult entertainment establishment unless and until he satisfies each of the following requirements:
(A) Gives the City Clerk 30 days notice in writing of the proposed name change;
(B) Pays the City Clerk a $3 change-of-name fee; and
(C) Complies with F. S. § 865.09.
