This code is enacted under the home rule of power of the city, in the interest of the health, peace, safety, and general welfare of the people of the city and under the authority of the city, hereafter, the to regulate the sale and consumption of alcoholic beverages under the Twenty-First Amendment to the Constitution of the United States.
