Every person, firm, or corporation required to procure a receipt shall exhibit it whenever called upon to do so by the City Clerk, the Chief of Police, police officer, Community Service Officer, Fire Department personnel, Code Enforcement Officer or any other person designated by the City Manager. Receipts of all persons having a place of business shall be conspicuously displayed at the place of business.
