§ 110.99 PENALTY.
   If the grantee as defined herein, or any officer, agent, representative, or employee thereof, or any other person, shall knowingly fail or refuse to obey or comply with, or willfully violate any of the provisions of this chapter, or any lawful rules promulgated hereunder, or any lawful order of the City Council issued or rendered under and pursuant to the provisions of this chapter, the grantee, or its officers, agents, representatives, or employees, or any other person after public hearing and conviction of the offense, shall incur a penalty for each offense of not more than $5,000, to be fixed, imposed, and collected by the City Council. Each day the refusal or violation continues shall constitute a separate offense. Each penalty shall be a lien on the real or personal property of the grantee, and shall be enforceable by the city as statutory liens.
