Inspecting officers specifically empowered by the City Commission shall have the power to serve a summons upon the person charged with the alleged violations, or to post notice of violation at a place of violation. This power shall be confined to the violations designated by the county judge and the laws of this city and the state. The inspecting officers shall not be authorized to arrest or otherwise take a violator into custody.
