§ 93.02 NEW STREETS.
   It shall be unlawful for any person to lay out on the ground and establish the boundaries or grade of any public roadway or street without first receiving approval from the City Council or an official designated by the City Council, who shall describe the exact boundaries and grade of the roadway or street.
