It shall be unlawful for any person or persons to be in any public park, public playground, or public recreation area before the hour and time of sunrise and after the hour and time of sunset, unless special permission is obtained from the City Commission. The hour of sunrise and sunset is hereby established for the purpose of this section as the hour of sunrise and sunset determined by the National Weather Service Bureau. This section does not apply to the Sports Complex or Central Park.
