It shall be the duty of the owner of each lot, tract, or parcel of land within the city to reasonably regulate and effectively control excessive growths and accumulations. It shall also be the duty of the owner not to create or allow to be created thereupon any condition which shall be unsanitary, or have stagnant water or any condition prohibited herein.
