(A) Franchise collector shall provide containers to properties as described by the franchise agreement. The property owner or occupant shall obtain the proper container(s) from the franchise collector and keep said containers on the property for the collection and separation of solid waste. The property owner or occupant shall maintain the containers and the area where they are located on the property in a clean and sanitary condition.
(B) No service shall be provided to any residential or commercial improved real property which contains objects, obstructions, or vehicles which in any way hinder the servicing of the container by the franchise collector’s vehicles and personnel.
