§ 91.01 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COMMERCIAL ESTABLISHMENTS. Any public or private place, building, or enterprise devoted in whole or in part to a business enterprise whether non-profit or profit-making in nature. Condominiums, patio houses, and other such facilities where the individual units are privately owned and used for residential purposes are not COMMERCIAL ESTABLISHMENTS within the context of this definition, unless bulk collection is used rather than individual residential unit collection.
   DIRECTOR. The Director of Public Works and Appeals of the city.
   PROPERTY. Any real property within the city which is not a street or highway.

   REFUSE. All putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street cleaning, and solid market and industrial wastes.
   SINGLE-FAMILY RESIDENTIAL UNIT. Any detached single-family residential unit as defined in the city zoning code, and multiple-family dwelling units of four or less. Condominiums, patio houses, and other such facilities where the individual units are privately owned and used for residential purposes are SINGLE-FAMILY RESIDENTIAL UNITS unless bulk collection for these facilities is used rather than individual residential unit collections.

   STREET or HIGHWAY. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for the purpose of vehicular travel.
   VEHICLE. A machine propelled by power other than human power designed to travel along the ground by the use of wheels, treads, runners, or slides and which transports persons or property or pulls machinery, and which shall include, without limitations, automobiles, trucks, trailers, motorcycles, tractors, buggies, and wagons.
