§ 70.15 REGULATING NONMOTORIZED TRAFFIC.
   The powers of the Police Chief concerning nonmotorized traffic include the following:
   (A)   Prohibiting pedestrians from crossing a roadway in a business district or any designated highway except on a crosswalk.
   (B)   Regulating pedestrians crossing at unmarked crosswalks.
   (C)   Erecting signs in the right-of-way to control, regulate, or prohibit hitchhiking on streets or highways, including all state or federal highways lying within city boundaries.
   (D)   Regulating the operation of bicycles.
   (E)   Regulating persons upon skates, coasters, and other toy vehicles.
