§ 70.13 ESTABLISHING SPEED LIMITS AND REGULATING TURNING AND PASSING.
   The powers of the Police Chief concerning the establishment of speed limits and regulation of turning and passing include the following:
   (A)   Altering or establishing speed limits within the provisions of F.S. Chapter 316.
   (B)   Establishing speed limits for vehicles in public parks.
   (C)   Designating no passing zones.
   (D)   Regulating or prohibiting the turning of vehicles or specified types of vehicles, including U-turns.
   (E)   Designating hazardous railroad grade crossings in conformity with criteria promulgated by the State Department of Transportation.
