Any person failing to comply with the CCC Program, or any part thereof, shall be deemed in non-compliance. Service of water to any premise shall be subject to disconnection by the city if a backflow assembly required by law, rules, or regulations is not installed, tested, and maintained; or if the city determines that a backflow prevention assembly has been removed or bypassed, or if unprotected cross connections exist on the premises and there is inadequate backflow protection at the service connection. Water service shall not be restored until such conditions or defects are corrected. All turn-off and turn-on service charges shall be paid by the customer.
