No person shall be allowed to connect or reconnect into the water system without the written consent of the Public Works Department, and without first having paid all connection, turn- on, and deposit fees. Connection or reconnection with the system shall only be made under the direction and supervision of the Public Works Department. Any property owner, or any occupant of the property, or any plumber who makes any connection, reconnection, or any of the foregoing who allows any other person to make any connection or reconnection, without the consent of the Public Works Department and without first having paid all connection, reconnection, and deposit fees, shall have violated the provisions of this chapter and shall, upon conviction, be subject to the penalties provided in § 10.99.
