Where the city water system is available, as defined by § 51.02, the owner of every lot or parcel of land within the city shall connect, or have the plumbing of any building or buildings thereon connected, with the municipal water system of the city, and use the facilities of the water system. This section shall not be construed to entitle any person to cross the private property of another to make any water connections.
