The City Commission is hereby authorized to define assessment areas in accordance with the procedures set forth herein to include property located within the incorporated area of the city. Each assessment area shall encompass only that property specially benefited by the local improvements or essential services proposed for funding from the proceeds of assessments to be imposed therein.
