The Parks and Recreation Advisory Board shall establish and adopt a set of rules of procedure and choose its officers within 90 days of the effective date of this subchapter. Prior to the adoption of the set of rules of procedure, the Board will appoint an interim Chairman to preside at all meetings. The rules of procedure shall be subject to review, alteration, or amendment by the City Commission. The Recreation Administrator is designated as the technical advisor of the Parks and Recreation Advisory Board. If the position of Recreation Administrator is unfunded or vacated, the City Manager shall appoint an interim technical advisor.
