The Commission shall meet regularly at least once every month at such times and places as the Commission may prescribe by rule. Special meetings may be held on the call of three or more members and, whenever practicable, upon no less than twelve hours' notice to each member. The Commission shall provide a reasonable period of time at each scheduled meeting for members of the public to address the Commission upon matters relating to the City or of concern to its citizens.
