The Commission may make investigations into the affairs of the City and the conduct of any City department, office or agency and for this purpose may subpoena witnesses, administer oaths, take testimony and require the production of evidence. The Commission may enforce its subpoenas in any manner as permitted by law including but not limited to civil action for enforcement in a court of competent jurisdiction. No subpoena, however, shall be issued except upon the majority vote of the City Commission.
