(A) There shall be a City Commission composed of a Mayor and four City Commissioners elected by the qualified voters of the city.
(B) Only qualified voters of the city shall be eligible to hold the office of Mayor or City Commissioner. Each candidate seeking the office of Mayor or City Commissioner shall be a qualified elector and shall have resided within the city limits for over one consecutive year immediately prior to the time for qualifying for office.
