It shall be unlawful for any person to operate a snowmobile within the municipal limits of the city in any of the following locations:

(A) On the portion of any right-of-way of any street, except the most right-hand lane then available for traffic or as close as practicable to the right-hand curb or edge of the roadway, except when overtaking and passing another vehicle stopped in that lane or proceeding in the same direction. Snowmobiles may also be operated upon the outside slope of trunk, county state-aid and county highways where the highways are so configured within the corporate limits;
(B) On a public sidewalk provided for pedestrian travel;
(C) On boulevards within any public right-of-way;
(D) On private property of another without specific permission of the owner or person in control of the property; and
(E) On any other public place except as may be specifically permitted by other provisions of the city ordinances.
