§ 71.02 GENERAL PARKING REGULATIONS.
   The owner of any vehicle parked or left standing upon any street within the corporate limits of the city shall conform to and observe the regulations set forth in the divisions which follow in regard to the parking thereof.
   (A)   Time limit for street parking. No vehicle will be left standing or parked at the curb of any street or on any public place within the corporate limits of this city for more than 48 continuous hours.
   (B)   Parking during snow-removal period. No person, except physicians on emergency calls or other emergency vehicles, shall park on any street in the city during a snow-removal period, as defined above.
   (C)   Authorization of police to have vehicle moved. Whenever any police officer finds a vehicle standing upon the street, highway, city parks, or private property in violation of any of the provisions of this subchapter, the officer is hereby authorized to move the vehicle or require the driver or another person in charge of the vehicle to remove same, so as to correct the violation of this subchapter. If the owner or operator of the vehicle is not available to remove the vehicle, it shall be towed away from the parking place at the discretion of the Sheriff's Department of the County of Washington, and the owner of the vehicle, prior to having the same returned to him or her, shall pay the cost of towing plus the cost of storage until claimed by the owner. The payment of the sums shall be a prerequisite for the return of the vehicle to the person entitled thereto.
   (D)   Damage to towed vehicle; liability. Any damage occasioned to any vehicle by these towing operations or the storage of the vehicle thereafter shall be assumed by the owner or operator hereof, and no liability for damage shall be assumed by the city.
   (E)   Parking on private property. No person shall park a motor vehicle upon private property owned or occupied by another individual or entity without the express written consent of the owner of the private property.

   (F)   Resident-only parking. The City Council for the City of Lakeland may establish residential district areas within the city whereby on-street parking shall be prohibited, except by municipal permit. Within all such districts so established by resolution of the City Council, all on-street parking shall require a municipal permit that is predominantly displayed so that the municipal permit is visible from the outside of the vehicle. The City Council may establish by ordinance from time to time the fee charged for municipal permits to residents and nonresidents.

   (G)   Designation of roadways for resident-only parking. The roadways on which on-street parking shall be prohibited except by municipal permit are as follows: All that portion of the City of Lakeland lying south of the south right-of-way of Interstate 94, lying west of the St. Croix River, lying north of the southerly right-of-way of Upper 5th Street North, and lying east of the westerly right-of-way of CSAH 18; excepted therefrom shall be the right-of-way adjacent to the City Hall property and Crocker Park.
   (H)   Boat trailers. The City Council for the City of Lakeland may establish by resolution from time to time areas within the city where the parking of boat trailers shall be prohibited.

   (I)   Designation of roadways for boat trailer prohibition. The roadways on which on-street parking of boat trailers shall be prohibited are as follows: All that portion of the City of Lakeland lying south of the south right-of-way of Interstate 94, lying west of the St Croix River, lying north of the southerly right-of-way of Upper 5th Street North, and lying east of the westerly right-of-way of CSAH 18; excepted therefrom shall be that portion of 7th Street North within the City of Lakeland lying between the St. Croix River and the easterly right-of-way line of Quinnell Avenue North.
   (J)   General parking prohibitions. The City Council may establish areas within the city whereby on-street parking shall be prohibited. All such districts will be established by resolution of the City Council.
