The City Council may provide a system of water meter reading by post card, meter person, or any other method deemed suitable to the purpose by the Council. The Council may also establish billing areas or districts and provide for the reading of meters and billing charges by calendar quarters or monthly or other periodic intervals as the City Council determines suitable and necessary by resolution; provided, however, where meter reading is done by post card, the City Council may established a penalty for failure to return water meter reading card within the time designated on the card by resolution.
