§ 158.16 MINOR SUBDIVISION.
   (A)   In the case of a subdivision resulting in 3 or less parcels and situated in a locality where conditions are well defined and no new roads or other public infrastructure is needed, the city may waive a portion of the platting requirements.

   (B)   At a minimum, the following information must be submitted:
      (1)   A survey showing the original lot and proposed lots;
      (2)   (a)   Topographic data at 10-foot contour intervals; and
         (b)   Data at 2-foot contours and floodplain information may be required if deemed necessary by the Zoning Administrator.
      (3)   Buildable area on the parcels;
      (4)   Driveway access points;
      (5)   Drainage, grading, and erosion control plans;
      (6)   Wetland delineation report and map; and
      (7)   Soil testing for the installation of an on-site sewage disposal system.

   (C)   A certificate of survey shall be prepared by a licensed land surveyor showing the boundaries of the newly created lots.

   (D)   Prior to approval of a minor subdivision, the city reserves the right to require the dedication of streets, utility, and drainage easements, or public park land or cash in lieu of land.

   (E)   All wetland areas and DNR protected waters shall be protected with a drainage easement to 100-year flood elevation or the wetland boundary, whichever is more restrictive.

   (F)   A maximum of 3 lots in a 5-year period are permitted utilizing the minor subdivision procedure.

   (G)   The Zoning Administrator shall review and approve all minor subdivision for compliance with Chapters 154 through 159 prior to recording of the proposed lot division.

   (H)   In addition to other requirements, all requirements of §§ 158.30 through 158.32 must be met where applicable. Further, the following must be completed:
      (1)   A development agreement must be entered into specifying the number of density units allocated among the parcels and approved by the City Council.
      (2)   Driveway permits or letters of intent must be approved by the Washington County Public Works or MNDOT if access to a county or state road is required.
      (3)   Drainage easement must be dedicated as necessary.
      (4)   Road right-of-way must be dedicated as necessary.
