§ 31.02 VACANCIES.
   Should a vacancy occur during a term of office, the new Council member shall, for the unexpired part of the year, assume the duties of the Council member being replaced. When deemed necessary by the City Council, the Council shall appoint Special Committees to assist the Mayor or Council on special tasks.
