The provisions and standards as provided for in the Best Management Practices for Minnesota protecting water quality in urban areas as promulgated by the Minnesota Pollution Control Agency and published October of 1989 as well as the Nationwide Urban Runoff Program Standards, as originally promulgated by the Environmental Protection Agency of the United States Government in 1983 are hereby adopted by reference and shall be reviewed and implemented with regard to any stormwater drainage program or plan or drainage site plan submitted to the city for review pursuant to this section.
