(A) (1) In addition to the licensing provisions hereof, the City Council may grant a special on sale 3.2% malt liquor permit to charitable or non-profit social organizations, lodges, labor organizations and churches, whether or not included within the definition of the term "bona fide" club as hereinbefore set forth, for a period not to exceed 48 hours and no more frequently than 3 times per calendar year.
(2) The license fee for special permits shall be determined at the February City Council meeting each year.
(B) A special permit holder as herein provided for shall be subject to all other applicable provisions of this subchapter.
