(A) Generally. Each license shall be issued only to the applicant and only for the premises described in the application. No license may be transferred to another person or place without the approval of the City Council.
(B) Corporations. The transfer of stock in any corporation holding an "on sale" or "off sale" license shall be deemed a transfer within the meaning of this subchapter, and no transfer of stock shall be made without the consent of the Council.
