(A) (1) The City Council shall investigate the applicant and the representations set forth in the application. Any person who wants to be heard either for or against the license shall be heard at a special or general meeting of the City Council. The City Council shall either approve or reject the application.
(2) If approved, the City Administrator shall issue the license, providing the fee has been paid and the license approved by the Department of Public Safety when applicable.
(B) No license shall be transferable by the licensee or to other premises than that described in the original application.
