No part of the fee paid for any license under this code shall be refunded except:
(A) Rejected application. Upon the rejection of an application for a license, the City Clerk shall refund the amount paid.
(B) Death of licensee. Upon the death of a licensee, provided that the application for refund is made to the Council within 90 days of the date of licensee's death, there shall be refunded a pro-rata portion of the fee computed on a monthly basis for any unexpired period of the license that exceeds 1 month.
