§ 112.03 EXCEPTIONS TO PROVISION.
   (A)   For the purpose of this chapter, provisions of this chapter shall not apply to any person who goes door-to-door for the following purposes:
      (1)   Any person who goes door-to-door for the dissemination of charitable, philanthropic, political, religious, social or other ideological beliefs;
      (2)   Any person who goes door-to-door for the establishment and performance of a regular customer delivery route for the sale of milk, dairy products, vegetables, poultry, eggs and other farm and garden produce so far as the sale of the commodities named herein is authorized by law; and
      (3)   Any person who goes house-to-house, door-to-door, business-to-business, street-to-street or any other type of place-to-place movement for the primary purpose of exercising that person’s state or federal constitutional rights such as freedom of speech, freedom of the press, freedom of religion and the like. This exemption will not apply if the person’s exercise of constitutional rights is merely incidental to what would properly be considered a commercial activity.
   (B)   Exemptions shall not, for the scope of this chapter, excuse any person from complying from any other applicable statutory provision or requirement provided by another city ordinance.
